Once it's installed on your PS4, you'll be able to use it with all your accounts. This option will be set to your Windows region/language by default. Select your preferred language for the installer and the game. After launching the installer, the region/language selection screen will be displayed. In any case you'll need a Japanese account to download the theme. To launch the installer, double-click ffxivsetup.exe. Alternatively you can access the links via an incognito window. In order to access the Japanese store you need to be logged into a Japanese PSN account (There are several guides online on how to make one), or at least to be logged out from your western account.
